In the state of Texas, a comprehensive developmental guidance and counseling program is part of the total education program offered to all students that enroll in Texas public schools. All students are provided with assistance in acquiring and applying the basic life skills needed to function properly in society, and special assistance is provided for those students that may need extra attention in particular domains.
Comprehensive Counseling programs are based on four components: guidance curriculum, responsive services, individual planning, and system support. Resources are provided for all four components in a balanced way that complements the needs of each type of school.

The responsive services component works to intervene in favor of students who have difficulties, concerns, or issues that threaten their immediate academic, social, or vocational success. High-priority issues in the state of Texas include the following:
With the individual planning system component, students are given assistance in the areas of managing and planning their personal-social, educational, and career growth. Students learn to set goals based upon their knowledge of self, work, and society in order to challenge themselves as they grow. They also learn how their chances of success increase or decrease based on their strengths and weaknesses, and they use this information to monitor their progress within the system. The intended result is the ability of our students to make decisions that accurately reflect the plans they have created as a result of their individual planning sessions.
System support focuses on the counseling program's ability to provide indirect services to students, whereas the previous three components all work to directly assist them. Services that fall under this category include:
